蓝色经济战略下海洋生态经济可持续发展研究

Sustainable Development of Marine Ecological Economy under the Blue Economic Strategy

由于人类对陆地资源开发较早，对海洋资源开发时间较短，未对海洋生态环境形成较为科学系统的认识。本文首先从蓝色经济发展战略入手，对蓝色经济进行定义，其实质要求海洋经济、生态、社会协调可持续发展，海洋生态经济可持续发展是蓝色经济战略的应有之义与必要途径。因此，本文首先对国内外海洋生态经济文献综述，结合海洋生态经济的发展现状，进而提出目前制约海洋生态经济可持续的因素：尚未认识到海洋生态的重要性、海洋管理制度的缺失、海洋产权不明确、海洋科学技术不合理利用等。最后在蓝色经济战略的背景与海洋生态经济可持续发展的基础上提出建议。

Due to the relatively early exploitation of land resources and the short development time of marine resources, there is no scientific understanding of marine ecological environment. This paper starts from the blue economic development strategy, defines the blue economy, which requires the marine economy, ecology and society to be sustainable development. It is the integration of marine ecology and marine sustainable development idea. The sustainable development of marine ecological economy is the blue economic strategy of the proper meaning of the blue economy is the necessary way to achieve the strategy. Therefore, this paper introduces the research status of marine eco-economic sustainable development and the relevant theoretical principles, and then puts forward the factors that can restrict the sustainable development of marine ecological economy： the importance of marine ecology, the lack of marine management system, , Unreasonable use of marine science and technology. Finally, it puts forward the operation mechanism and operation key of the sustainable development of marine ecological economy under the blue economic development strategy, including the cooperation of stakeholders, the combination of market and plan, the financial support and the strengthening of supervision and enforcement in the process of marine ecological economic development.
