建设“一带一路”背景下山东发挥蓝色优势、促进陆海统筹发展的机遇与对策

加快推进“一带一路”建设，是国家新一轮改革开放的重大战略部署，中国各省区全面融入、协同推进“一带一路”建设的局面正在形成。山东海洋经济发展具有良好的基础。融入对接“一带一路”，将为山东陆海统筹联动发展提供新的发展空间，是山东构建发展新格局的重大机遇。山东融入“一带一路”，要促进陆海统筹协调发展。建议以陆海统筹视角科学把握山东的新定位，将“蓝黄两区”“一圈一带”全面融入“一带一路”战略体系，在全球布局中拉长蓝色经济产业链，积极构建山东东西联动区域协调发展的大格局，做足改革开放先行先试、创新探路这篇大文章。

The establishment of ＂One Beld One Road＂ by all provinces is forming a fully collaborative and coordinated push situation. Marine economic development in Shandong province has a good base, join into the ＂One Beld One Road＂, will provide the new development space of sea-land overall development, and also the great opporttmities of build new development situation. To join into the ＂One Beld One Road＂, Shandong should make good use of blue advantages, promote the overall development of sea-land. We suggest scientifically assess the new positioning of Shandong in the view of sea-land overall development, fully integrated ＂blue yellow zone around a circle＂ into ＂One Beld One Road＂ strategy system, elongated blue economy industrial chain in the global layout, actively build the big pattern of linkage between east and west in Shandong, make a good work of reform and opening.
