基于蓝色海湾整治的中国围海造地管理及改进策略

Management and Improvement Strategy of Our Country Reclamation Based on Blue Bay Regulation

随着中国海洋经济的发展，开发海洋已经成为中国尤其是沿海地区拓展空间及发展经济的重要途径，而围海造地是开发利用海洋的重要方式，目前被世界上大部分国家使用，但盲目围海造地的负面影响已引起各国政府及国内外学者的高度重视，中国应该正视围海造地产生的经济效益及其负面影响，合理掌控围海造地。通过对中国围海造地管理现状及存在困境的分析，并在十八届五中全会提出的“蓝色海湾整治行动”理念指导下，对未来中国围海造地的管理提出合理化改进策略，从而有利于中国围海造地的科学管理及海洋经济的可持续发展，最终建立蓝色海洋经济区。

With the development of Marine economy, ocean development has become an important way to expand space and economic development in our country, especially in the coastal areas. Reclamation as an important way to develop and utilize marine is common in most countries, but the government and scholars at home and abroad has paid attention to the negative impact of blind reclamation. Thus, we should confront its economic benefit and negative effect, and make a reasonable reclamation control. and existence dilemma of the reclamation, We analyzed the management situation under the Fifth Plenary Session of the 18th proposed ＂blue bay regulation＂ ideas, in order to have a scientific management of the reclamation and sustainable development of the marine economy, we put forward some rational improvement strategy, establish blue ocean economic zone eventually.
