青岛古镇口担负着国家军民融合示范区开创性的顶层设计以及创新实践的使命，承载起促进国防建设和经济建设统筹协调的功能。具有首创和示范意义的“古镇口样本”，应将文化引领作为不可或缺的重要内涵，以海军文化为魂，以“文韬武略”为要，以“铸魂工程”为基础，以“海军公园”为核心，以打造“青岛航母文化港”与“青岛航母军港”文武兼备新格局为定位，以打胜仗文化支撑体系为主题，将文化引领、长效机制和项目建设作为三足鼎立的支撑和保障，走出一条基于提升融合层次的“古镇口军民文化深度融合”新路径，引领青岛国际海军名城建设。
