Comparative Study on Transformation Policy of Scientific and Technology Achievements in Different Regions

通过对北京市、广东省、江苏省科技成果转化政策与国家颁布的科技成果转化法等面板数据进行收集与挖掘。基于量化分析,从政策中涉及的重点领域、平台建设、激励制度3个维度找出其差异,并以各地区高校、科研院所和企业等因素纳入分析因子,分析三者在科技成果转化政策构架中的差异并提出建议和进一步思考。

This article collects and analyzes the policies from Beijing,Guangdong and Jiangsu province. Based on quantitative analysis,there are differences in key areas,platform construction,and incentive systems. Regional universities,research institutes and enterprise are adopted as the analysis factors. Based on the analysis of differences in the achievements of science and technology transformation policy framework,the paper makes recommendations and proposes further thinking.
