The Japan's Public Diplomacy towards Indonesia and its Inspiration to China

在当下,公共外交逐渐成为各国政府丰富外交手段的重要途径,在提升对象国民众的认同感和改善本国国际形象等方面起到了越来越重要的作用。在这方面,日本对印尼的公共外交具有一定的代表性,值得加以研究。20世纪70年代,印尼爆发反日货风波,印尼民众对日本的好感和认同跌至谷底,在这种情况下,日本大力开展对印尼的公共外交,改善日本在印尼民众中的形象。在多方协同的前提下,日本通过开展政府、科教、文化和品牌等四个层面的公共外交,成功地向印尼民众传播了日本的价值观,大大提升了日本在印尼民众心目中的国家形象。随着"一带一路"倡议的不断实施,中国也需要提升在印尼的国家形象,取得印尼民间的支持与认同。在这方面,中国政府可借鉴日本的成功经验,分析当下对印尼公共外交的开展情况,通过"本土化"和"大众化"的公共外交手段,动员中国各界参与到公共外交中,为"一带一路"倡议在印尼的推进奠定坚实的民意基础。

Public diplomacy has gradually become an important way for various countries to enrich their diplomacies,and it also works on improving their international image and enhancing the sense of identity among the public in target country. In the 1970 s,the storm of anti-Japanese goods broke out in Indonesia,and it had caused that the goodwill of Indonesian to Japan fell to the bottom. Because of that,Japan vigorously carried out public diplomacy towards Indonesia. With the help of the synergy from various circles of society,Japan successfully disseminated Japanese values to the Indonesian public through the use of four levels of public diplomacy,including government,science,education,culture and branding. This has greatly enhanced its national image in the minds of the Indonesian public.Similarly,as the continuous implementation of the "Belt and Road Initiative",the Chinese government also urgently needs the support and recognition from Indonesia. In order to lay the foundations for public opinion for the promotion of the "Belt and Road initiative",the Chinese government can draw on Japan's successful experience and analyze the current development situation of public diplomacy in Indonesia. Through the "localization"and "popularization"of public diplomacy,the Chinese government also can mobilize all sectors of China to participate in public diplomacy.
