中越双边水果贸易合作关系的演进及展望

The Evolution and Outlook of the Cooperation Relationship of Fruit Trade between China and Vietnam under the“The Belt and Road Initiative”

水果作为当今社会普通民众的一般性生活消费品,具有较强的普适性与广泛性特征。近年来,水果贸易已成为中越双边经贸合作的重要方面,同时,也是增进相互了解、加深共识、促进民间交流的新方式与新途径。中越两国地理毗邻,人文相近,拥有漫长的共同边界线和口岸优势,两国国内自然资源禀赋差异显著,水果种植与产量规模大,种类繁多,消费潜力巨大,增势强劲,构成了天然的互补性合作根基。目前,中越双方已彼此互为水果贸易最重要的合作伙伴,互利共赢合作成效显著,贸易总量增扩,地位提升,关联度紧密,互补性突出,惠及两国普通社会民众。然而,中越双边的水果贸易合作仍然存在着总量偏低,增势放缓,关联度趋弱,种类相对集中,层次低端,质检问题突出,产业内贸易不足,优势潜能尚未充分发挥,贸易综合效益总体偏低等问题。目前,中越两国政治与经贸关系迈入全新发展阶段。新时期,基于两国资源优势互补和供需结构特征,积极推进中越两国水果产业发展规划的对接,加快两国水果产业内的"五通"建设,携手打造水果全产业链合作,提升合作层次与综合效益,是当务之急。可以预见,未来中越双边水果贸易的合作发展前景十分广阔。

Fruits as common consumer goods for ordinary people nowadays have obvious features in a wide range.In recent years,fruit trade has become the important content of bilateral economic cooperation between China and Vietnam; meanwhile,it is also a new way to strengthen mutual understanding,to deepen the consensus and to promote folk exchanges. China and Vietnam are neighbors geographically with similar social and cultural backgrounds,having common boundary and enjoying port advantages. The domestic natural resource endowment varies greatly. Large plantation and high yield of fruit in both countries is with various species,huge consumption scale and strong growth,which is the natural complementary cooperation basis. At present,they are main cooperation partners for each other in fruit trade,The pattern of mutual benefit and win-win development has become increasingly prominent with general trade volume increased,status improved,close relevancy and prominent complementarily,benefiting people in both countries. But there still exist some problems in the bilateral fruit trade cooperation such as low total amount,slow growth,low trade intensity,less varieties,low levels,quality problems,insufficient intra-industry trade cooperation,potential not fully tapped,low comprehensive trade interests and so on. The Vietnamese government positively responds and takes part in the "The Belt and Road Initiative". The political and economic relationship between China and Vietnam steps into a brand-new stage. During the new period,China and Vietnam should actively push the butt-joint of development plan of fruit industry,speed the construction of "Wutong",boost cooperation in the industrial chain and improve cooperation levels and comprehensive benefits. Based on the complementary resources advantages and on structure characteristics of supply and demand,the future fruit trade cooperation between China and Vietnam is promising so as to further build strategic common community of interest and destiny.
