我国养老服务发展中的财政政策困境及改进建议——来自上海市的实践与探索

The Dilemma and Improvement Ideas of Fiscal Policy in the Development of Elder Care Service in China——From the Practice and Exploration of Shanghai

财政政策是养老服务发展的助推器和调节器。上海市养老服务发展名列全国前列,其与财政政策的大力支持分不开,而上海市在财政政策如何支持养老服务发展方面做了不少尝试和探索,积累了丰富的实践与经验,因此察上海可以知全国。基于此,通过梳理上海市养老服务发展中的财政政策,总结其中的经验与问题,并对兄弟省市相关政策的完善和发展提出以下4条建议:一要瞄准财政支持效果,整合与完善财政政策体系;二要优化财政投入结构,强化政策引导功能;三要激发财政的杠杆与撬动作用,引导社会资金参与;四要持续加大投入力度,重点在于健全人才保障机制。

Fiscal policy is a booster and adjuster for the development of Elder Care Service. The development of Elder Care Service in Shanghai ranked at the forefront of the country and has accumulated rich practice and exploration experience,therefore the whole country can be seen in Shanghai. Based on the above,we summed up the experience and problems through combing the financial policies of Elder Care Service in Shanghai,and proposed the following four ideas for the adjustment and development of our country＇s future fiscal policies： Firstly,we must aim at the implementation of the policy and integrate and adjust financial policies rationally; Secondly,we must optimize the structure of financial input and strengthen the function of policy guidance;Thirdly,we must note the effects of stimulating Finance Stimulate the leverage and pry of finance,and guide social funds to participatian; Fourthly,we must continue to increase financial input and focus on improving personnel protection mechanism.
