The Beiyang Government and Development of Higher Education

在北洋政府时期,政治腐败、社会动荡、经济萧条、民不聊生,但这一时期的高等教育不仅在数量上,更在办学质量上取得了一定突破,这也是中国近代大学的开端。在这样一个大的时代背景下,近代大学在办学理念、制度建设、人才培养、科学研究等方面取得了可喜的成就,对这一时期的北洋政府与高等教育的关系及其高等教育的发展状况做一回顾和展望具有一定的理论价值。

During the period of the Beiyang Government,the political situation was unstable,the economy in a depression,and the people lived in an abyss of suffering. However,higher education during this period not only grew and improved in quantity,but also achieved a breakthrough in schooling quality. This was the beginning of modern Chinese universities. Under such general background,modern universities made gratifying achievements in the idea of the university,institution construction,talent cultivation,scientific research and so on. It has certain theoretical value to review and look at the relationship between the Beiyang Government and higher education and the development of higher education in this period.
