地方高校向应用型大学转型的制度性困境、成因与机制构建

The Legitimacy Dilemma,Causes and Mechanism Construction of Transformation of Local Colleges and Universities to Application-oriented Universities

合法性机制是制度变迁研究的重要视角。地方高校向应用型大学转型存在政策惯性、学术价值、市场规则等三种合法性机制困境,其成因是大学的共享观念。共享观念具有赋予大学特殊身份、塑造大学群体记忆和遗忘、确立大学分类标准等功能,对地方高校发展造成了制度惯性,促成了转型困境的形成。通过设定转型愿景、保存核心观念、构建制度环境和完善技术环境可构建地方高校转型的合法性机制,推动地方高校向应用型大学转型。

It is important to study institutional change from the perspective of legitimacy mechanism.In the transformation from local universities to application-oriented universities,there are three kinds of legitimacy mechanism dilemma,including complying with policy requirements,academic rules and market demand,which results from the idea of sharing about universities.The idea of sharing serves the functions of giving university special identity,shaping University′s group memory and setting up classification standard for universities,which results in systematic inertia and dilemma for the transformation of local colleges.By setting up the vision of transformation,maintaining the core concept,constructing the institutional environment and improving the technological environment,we can construct the legitimacy mechanism of transformation,and promote the transformation of local universities to application-oriented universities.
