摘要
通常高校是以一定交易价格实现科技成果价值的市场化行为,这就对高校科技成果价值评估工作提出了较高要求。以高校科技成果价值评估作为研究对象,总结现状并指出目前主要存在的五方面问题,从科技成果产出、运营和转化全流程角度分析影响高校科技成果价值评估的五方面因素分别为科技成果本身、科技成果转移转化队伍和第三方评估机构的成熟度以及科技成果的价值时效性和垄断程度。最后,从创新体制机制、加强能力建设、规范指标体系、积累评估案例和规范标准流程五方面给出相关建议。
Usually, colleges and universities realize the value of scientific and technological achievements at a certain transaction price, which puts forward a higher requirement for the evaluation of the value of scientific and technological achievements in colleges and universities. Taking the value evaluation of scientific and technological achievements in colleges and universities as the object of study, this paper summarizes the present situation and points out the five main problems existing at present, from the point of view of the output, operation and transformation of the scientific and technological achievements, five factors that affect the evaluation of the value of the scientific and technological achievements in colleges and universities are respectively the scientific and technological achievements themselves, the maturity of the transfer and transformation team of scientific and technological achievements and the third party evaluation institutions, as well as the value timeliness and monopoly degree of scientific and technological achievements. Finally, some suggestions are given from five aspects: innovating institutional mechanism, strengthening capacity building, standardizing index system, accumulating and evaluating cases and standardizing standard flow.
