摘要
可持续发展是人类对发展认识深化的产物,更加强调发展的整体性、长远性、主体性和综合性,强调自然、经济、社会协调发展.相应的,可持续发展的目标也应该涉及资源、环境、发展和社会等各个维度.伴随着可持续发展理论的完善以及全球经济社会环境的变化,可持续发展目标设定逐渐改进,包括“21世纪议程”、“千年发展目标”、“我们期望的未来”等全球层面的目标体系.研究以可持续发展目标为研究对象:在理论层面,结合联合国2030可持续发展目标,对可持续发展目标的特征、目标体系进行阐述;在模型层面,从变量关联限制、饥饿健康目标、决策者经济发展期望、资源环境约束、科技支撑能力等六个角度构建多级目标函数.通过理论分析与模型构建,建立更加合理的可持续发展目标体系与目标模型,为可持续发展以及可持续发展政策的制定提供更加强有力的分析工具.
Sustainable development is the product of human development, which more em- phasizes on the quality of development, including integrity, long-term, subjectivity and com- prehensive. Sustainable development emphasizes the balance development of nature, economy and society, which makes the sustainable development target should include many dimensions, such as resources, environment, development and society. With the improvement of the Sus- tainable development theory, the change of the world's economic and social environment, the sustainable development target becomes more logical. And then, some sustainable develop- ment target systems are designed on global level, which mainly includes the "21st Century Agenda", "Millennium Development Goals", and "We Expect the Future". In view of these target systems, this paper takes the goal of sustainable development as the research object. In the theoretical level, combined with the UN's 2030 goal of sustainable development, the goal characteristics and the goal system of sustainable development are elaborated. In the model level, the Multi-objective Integrated Model is built from six dimensions, includes the construction of variable constraints, hunger health goal, economic development expect, re- sources environment, and technology support ability etc. Based on the theoretical analysis and model construction, this paper comes up with a more suitable sustainable development target system and target model. The research provides a more powerful analytical tool for sustainable development and the construction of sustainable development policy.
