我国社会政策福利支柱模型初探——兼论家庭发挥福利支柱功能的机制

A Preliminary Study of the Welfare Pillars Model in China

本文在经验研究的基础上，勾勒出了一个我国社会政策福利支柱模型，指出家庭已成为我国以失业青年为倒的弱势群体的最主要的福利支柱。但家庭福利保障功能的实现并非必然，是“协商”的结果，依赖于家庭经济资源、家庭结构、家庭伦理和家庭关系等因素的良性互动。因此，本文建议制定支持家庭的社会政策，以协助家庭福利支柱发挥保障功能。

This paper, based on a grounded theoW study, formulates a model of welfare pillars in China and points out that the family has become the primaW welfare pillar for the disadvantaged groups, such as the young unemployed. However, it also argues, the realization of family protecting function is not automatically inevitable, but a negotiated consequence of the harmonic interactions among family economic resource, family structure, family obligation and family relationship. This paper suggests that the government should make family-supportive polices to facilitate the welfare function of the family.
