青藏高原藏区社会治理的本土资源及其价值

Indigenous Resources and Value of the Social Governance of the Tibetan Area in the Qinghai-Tibet Plateau

与中国其他区域社会治理相比较,青藏高原藏区社会治理有着较为特殊的语境,涉及深层次的文化问题。这一区域的社会治理,不仅需要关注普适性治理理论,同时更需要关注传统的、本土的和多元文化治理因素,在多元价值取向之间保持合理张力,倡导建立国家核心治理文化与当地少数民族本土治理文化的一元主导、双向互动的特有模式。文章分析了青藏高原藏区社会治理本土资源的价值,从宗教信仰、民间权威、村规民约、藏族习惯法等方面阐述了本土治理资源内容,从而提出藏区社会治理本土资源现代化转型的途径。

Compared with other regions＇ social governance, the social governance of the Tibetan area in the Qinghai-Tibet Plateau has a special context and involves deep cultural issues. The social governance in this area not only needs to pay at- tention to the general governance theory, but also needs to be cautious about the traditional, local and multicultural gover- nance factors. The governance should maintain reasonable tension between the multiple value orientations, and advocate the establishment of a unique model of one-direction and two-way interaction between the national core governance cul- ture and local ethnic governance culture. This article analyzes the value of the indigenous resources of the Tibetan area in the Qinghai-Tibet Plateau, and expounds the contents of local governance resources from the aspects of religious belief, folk authority, village rules and the Tibetan customary law, and puts forward the ways of the modernization of the indige- nous resource transformation in the social governance of the Tibetan areas.
