摘要
在改革的攻坚阶段,面向市场生存的国有控股企业需要积极建立起完善的经营机制。其市场化的经营机制主要应包括:根据国内外市场走势变化进行战略决策机制、走在市场前面的企业产品开发机制、以市场经济的文化理念为基础的人力管理机制、以客户为中心的市场销售机制。此外,还应建立企业的市场外寻租机制,以保证企业获得更好的生存与发展条件。并且,市场竞争包括企业竞争和行业竞争,国有控股企业在未来的发展中,必须相应建立能够有效实施行业保护的企业经营机制。
In the ccitical stage of reform, the state-owned holding companies in the market should actively establish perfect operation mechanism, which mainly involves such mechanism as strategy-making mechanism in accordance with domestic and international market trends, firm's product development mechanism prior to the market, human resource management mechanism base on the ideology of market economy and the marketing mechanism centering around customers. Moreover, rent seeking mechanism outside the market should be set up to ensure the firms' better subsistence and devdopment conditions. Furthermore, because market competition indudes firm competition and industry competition, state-owned hold- ing companies should constitute firm operating mechanism with effective industry protection in the future.
