Implementing Scientific Outlook on Development in Shenzhen

回顾深圳经济特区从＂杀开一条血路＂到走出一条新路的改革开放实践历程,本文基于对科学发展观理论体系的把握,分析深圳在顺应全球化和区域竞争与合作过程中的得失,总结归纳了深圳新的发展理念：和谐深圳、效益深圳;创新型城市、国际化城市;以特别之为立特区之位,经济特区就是特别能改革、特别能创新、特别能开放的地区;以新资源观在紧约束条件下求发展;形成发展成果社会分享机制,建立民生净福利水平指标体系等。

Reviewing the process of reform and open-up in Shenzhen, this article analyzed the experience Shenzhen during responding the globalization and local competition and cooperation using the on Shenzhen＇s devdo Sdentific Outlook on Development. Then we introduce a new system pment, which is to build harmonious Shenzhen, efficient Shenzhen, ust as a innovational dry and international dry, to build a special zone based on its specialty which is reforming, innovating and opening spedally, to develop in a new concept of using resources instead of traditional bound of resources, to construct shared system of development results, and the indicators system of net welfare level of people＇s livdihood.
