试论“C>2+2+1:珠江口—粤港澳发展湾区”——全球化区域协作时代的一个“东亚发展范式”

On “C>2+2+1: Economy Development Zone of Zhujiang Bay—Guangdong,Hong Kong and Macao ”——“East Asia Development Mode”in the Globalization Inter-regional Cooperation Era

一个国家或地区的经济社会发展关键在于如何实施＂典范转移和体制创新＂,以便对客观存在着的国内外的差异性因素做多元化的处理,从而形成＂三跨越发展协作系统＂。在珠江口—伶仃洋两岸地区,可利用＂一国两制＂开发＂C〉2＋2＋1：粤港澳发展湾区＂,即一个有中央立法及政治指导（＂C＂）,由2SARs＋2SEZs＋1（大广州市及其周围的珠三角地区）共同组成＂跨越时空、跨越产业、跨越文化＂的＂三跨越发展协作系统＂。这样既可使区域内及国内的区域协作具有扎实的基础,又为国内外的区域协作以及华人华侨和其祖国、祖籍国的交流协作等＂三跨越＂活动提供了一个重要的服务平台。进而推动了东亚以及东亚与南亚的区域协作。而这亦可视为党的十一屇三中全会前后所寻求的＂中华发展典范＂的一个重要发展。

The key to the emnomic and sodal development of a country or a region is how to implement ＂paragon transfer and system innovation＂ to plurally dispose of existing domestic and external diversified factors, so that forms ＂triplex span devdopment coordination system＂ 2＋1： country, Along the banks of Zhujiang estuary and Lingdingyang we can devdop ＂C 〉2 ＋ economy devdopment bay zone of Guangdong, Hong Kong and Macao＂ with ＂one two system, that is, under the unique central legislature and political instruction （ ＂C＂）, two SARs, two SEZs and one zone （extensive Guangzhou and its surrounding Zhu Ddta） combine to form ＂triplex span devdopment coordination system＂： spare-time span, industrial span and cultural span. So it provide not only a solid base for intra-border and domestic interregional coordination but also an important service platform for external-overseas interregional cooperation as well as the communication and harmony between overseas Chinese and their mother country. It can further impel the intra-regional cooperation of East Asia and interregional coordination between East Asia and South Asia. All these can be regarded as an important progress of ＂ Chinese Development Paragon＂ seeking in the Chinese Communist Party 3^rd plenary meeting of the 11^th central committee.
