“转型”:后危机时期深圳经济特区科学发展的主题词

“Transition” ——The Key Subject of SSEZ’ s Post-crisis Scientific Development

按照全球后金融危机时期我国经济发展的客观要求，“转型”应是深圳经济特区科学发展的主题词。为此，要特别注重确立用“转型”来实现转“危”为“机”的新思路；注重在顾及世情、国情和市情变化条件下的开拓创新给“转型”注入新的动力。在目标和方向上，必须在坚持改革开放和科学发展的前提下，遵循市场规律，充分发挥市场作用。至于如何“转型”，必须着重从产业结构调整、金融主力发挥、城市功能主导、民生工程到位、政府职能转变五个方面提出相应的具体对策，以实现从“速度”转向“质量”，从“总量追求”转向“结构合理”，从“国富”转向“民富”，从“粗放式管理”转向“精细化管理”，力求真正实现经济社会的公平、和谐、持续和高效发展。

According to the actual situation of our country＇s economic development after the global financial crisis, we think TRANSITION should be the key subject of Shenzhen Special Economic Zone （SSEZ） ＇s scientific development. Thereby, it is necessary for us to recognize the significance of that---only by economic transition can we turn the crisis into development opportunity. Besides, we need more research and innovation to motivate more people to take transition serious under the prerequisites of economic situation around the world, China and SSEZ. We must continue to make full use of market functions under the guideline of market laws, persevere in reform and opening-up policy and scientific development perspective, which means our established direction and target can＇t be changed. As to the problem of how to proceed with economic transition, we suggest that there are five areas we can start with, they are industrial structure adjustment, financial power utilization, urban function orientation, livelihood projects enforcement and government function reform. If we take these into consideration and make out concrete polices, we believe the economic development of SSEZ would have higher qualification instead of only fast speediness, people would shift their focus to pursuing reasonable economic structure from aggregate economic scale and our country would change to a country with rich people instead of rich government. Moreover, we can also realize our target of changing our management mode from an extensive one to an elaborate one and finally make our economic development impartial, harmonious, sustainable and effective.
