通过分析铁路轨道车运用发生的事故、故障及隐患案例,以事故致因理论为基础,从铁路安全风险管理角度出发,阐述轨道车运行控制设备操作存在的漏、忘、错问题,分析规章制度执行、教育培训落实、安全管理到位等影响轨道车运行控制设备安全运用的主要因素,提出轨道车运行控制设备安全运用对策,即建立规范员工安全行为标准体系、着力改进安全教育培训方式方法、明晰和落实安全生产责任、突出安全生产信息化建设、打造亲情安全文化建设,从源头上改进人的不安全行为,确保轨道车安全运用管理规范化。

Based on the accident cause theol7 and from the perspective of railway saiety risk management, this paper analyzes the main factors attecting the saie operation of motor rail car operation control equipment, such as the implementation of rules and regulations, the implementation of education and training, and the saiety management in place, and puts forward countermeasures for the saie operation of railcar operation control equipment, i.e. establishing a standard system for the saiety behavior of employees, focusing on improving saiety education and training methods, clariiying and implementing saiety production responsibilities, and highlighting satety.
