乡村精英:乡村治理现代化的推动力量——以德清乡贤参事会为例

Village Elite: the Driving Force of Rural Governance Modernization——A Case Study of Village Sage Council in Deqing

乡村是我国国家治理的重要场域,其治理成效是国家治理体系和治理能力现代化的体现。在"乡政村治"的格局下,我国乡村治理开始呈现出结构多元化和主体精英化的新趋向。作为基层治理的主体之一,乡村精英在乡村社区的发展的各个方面发挥着日益显著的作用。基于德清乡贤参事会的案例分析,对乡村精英参与乡村治理的逻辑、路径及其现实价值进行了思考,认为乡村精英参与乡村治理有利于重塑农村文化价值,吸纳社会资本,促进村民自治,最终推动乡村治理现代化。

The rural area is an important field of national governance in China, and its governance effects reflect the modernization of the national governance system and governance capacity. Under the pattern of ＂countryside politics and village governance＂, Chinese rural governance has begun to show a new trend of structural diversification and subjective meritocracy. As one of the main bodies of grassroots governance, rural elites play an increasingly prominent role in all aspects of the development of rural communities. Based on the case study of the village sage council in Deqing, this paper considers the logic, path and realistic value of rural elites＇ participation in rural governance. It is believed that the participation of rural elites in rural governance is conducive to reshaping rural cultural values, absorbing social capital and promoting village self-governance. Finally, it promotes the modernization of rural governance.
