一个真正高效现代化的政府，不是简单地纳入更多的服务对象，从而不辞辛劳地提供服务的政府，而应该是更多地向社会与公众授权的政府。一个拥有现代治理能力的政府，应该是一个拥有预见能力的政府，而不是治疗的政府。从某种意义上说，政府更重要的职责不是提供服务，而是解决问题。幸福的目标只有一个，那就是让人们的生活变得更加美好。这正是改革的目的和追求科学精神与人道精神的意义所在，也是实现现代化国际化创新型城市的意义所在。

A highly efficient and modern government is not a government that simply collects the information of target groups and then goes the trouble of providingservices, but a government that authorizes more power to the society and public. A government having modern governance capacity shall be a government having predicta ble capacity but not a government only conducting treatment for remedy. In a sense, the more important function of a government is not to provide services but to solve problems. The goal of happiness is just one, that＇s, to make life better. This is the pur pose of reforms and the significance of pursing scientific spirits and humanity, and also the significance of realizing modern, international and creative city.
