基于流转参与主体需求的农地流转风险研究——以山西省太谷县为例

Study on Agricultural Land Transfer Risk Based on Circulation Participating in Subject Demand—Taking Taigu County of Shanxi Province as an Example

参与农地流转是农业经营者创利增收的重要途径。太谷县作为山西省第一批国家现代农业示范区,积极培育新型农业经营主体,发展多种形式的适度规模经营与现代农业,取得卓越成效。然而在成果背后,各流转参与主体在流转过程中也面临着不同的风险。从太谷县农地流转流入方、流出方与基层政府的需求入手,分析三方参与主体在农地流转中面临的风险,并提出防范措施。研究可为引导太谷县农村土地承包经营权有序流转,农业增效、农民增收创造有利条件。

Participating in the transfer of agricultural land is an important way for agricultural operators to increase profits. As thefirst batch of national modern agricultural demonstration zones in Shanxi province, Taigu county actively cultivated new agriculturalmanagement entities, developed various forms of moderate scale operation and modern agriculture, and achieved remarkable results.Whereas behind the results, the various participating entities also faced different risks in the process of circulation. This paper starts withthe farmland circulation to the needs of the transferee and the grassroots government from Taigu county, analyzes the risks faced by thethree parties involved in the transfer of farmland, and proposes preventive measures. The study will creat favorable conditions to guide theorderly transfer of rural land contractual management rights, agricultural efficiency and farmers＇ income of Taigu county.
