中国体育单位名录库研制中的关键问题探索

Exploration on the Key Problems in the Study of Chinese Sport Organization Database

根据国家发展体育产业工作要求和体育总局相关部门的具体部署,国家体育总局体育信息中心专项研究与服务团队于2016-2017年间承担并创新组织开展了体育单位名录库的结构设计、工程建设、数据处理和技术应用管理等研究与服务工作。通过文献研究、走访调查和逻辑分析等方法,项目组团队对体育单位名录数据采集处理流程和数据库技术支撑、管理平台的网络结构设计与技术实现、名录数据的属性设计和元数据的规范建设、名录数据的统计利用、多年名录数据的管理与检索利用等问题进行了设计和实施探索。其结果为:1、设计了共享国家统计局的国家基本单位名录库数据、查重和分类等数字化处理以及独立数据库管理全国体育单位名录信息的基本流程和四级联网核查、报审名录数据的技术路线; 2、实现了在体育总局信息化安全保障体系下运行国家、省区市、地市、区县四级并行操作的数字化处理和逐级审核技术; 3、设计与实现了年度名录数据封版管理和查询利用功能; 4、设计了基本满足实际调研与核算工作需要的体育单位名录特色字段; 5、调研设计了反应我国体育单位现实状态及其内在关系的数理统计模型。本项目是我国首次开展的全国性、网络版的体育单位名录库开发建设活动。其名录库数据结果为核算、发布我国2015年、2016年体育产业规模发挥了重要的基础作用。建议:1、在组织开展新年度体育单位名录核查工作之前对该数据库软件进行全面升级优化改造; 2、在数据采集、数字化处理、信息化共享等方面可以采纳应用诸如移动终端、数字地图等更多新技术; 3、逐步拓展增加运动项目协会的用户管理、相关数据采集和利用的功能设计与技术实现; 4、拓展设计体育产业重点领域监测管理信息系统和工作机制,进一步丰富和完善长效体育产业统计与核算工作制度。

According to the national development requirements of the sport industry and the specific deployment of the relevant departments of the General Administration of sport of China,the special research and service team of the sport Information Center of General Administration of sport of China undertook and innovatively organized the research and service work of the structure design,engineering construction,data processing and technical application management of the sport organization database from 2016 to 2017. Through the methods of literature research,visiting investigation and logical analysis,the project team designed and explored something for that the process of sport organization data collection and processing,database technology,network structure design and technical implementation of management platform,attribute design of database and metadata standardization,statistical utilization of the database,and management and retrieval for multi-year data. The results are as follows： 1. Designing the basic process of sharing the national basic organization database data,checking duplication and classification, and managing the national sport organization information with independent database,and the technical route of checking with four-cascade network and reporting the database data; 2.Realizing the information security guarantee of the General Administration of sport of China. Under the barrier system,the digital processing and step-by-step examination technology of four parallel operations of the state,provinces,cities,prefectures and counties are operated; 3. Design and implementation of the annual sport organization database data seal management and query function; 4. In order to meet the needs basically of actual investigation and accounting work,designing a special list of sport organization database; 5. Investigation and design of a mathematical statistical model reflecting the actual state of sport organization in China,and their internal relations. This project is the first national network version of the sport organization database development and construction activities in China. the results of its sport organization database data for accounting,publishing China＇s 2015,2016 sport industry scale has played an important role in the foundation.Suggestions： 1. Completely upgrade and optimize the database software before organizing the new year＇s sport organization database data checking; 2. Adopt and apply more new technologies such as mobile terminals and digital maps in data acquisition,digital processing and information sharing; 3. Gradually expand and increase sport items. The function design and technical realization of the sport association＇s user management,relevant data collection and utilization; 4. Expanding and designing the monitoring management information system and working mechanism in key areas of sport industry,further enriching and improving the long-term sport industry statistics and accounting system.
