日本政府信息安全问责制度体系及借鉴

A Study on Information Security Accountability System of Japanese Government and its Reference to China

日本在信息安全问责尤其是政府信息安全问责领域的顶层设计较为完善,法律制度体系较为健全,对于我国信息安全问责制度的构建具有重要的借鉴和参考价值。通过审视日本政府信息安全问责制度发展历程,对日本政府信息安全问责的组织结构、法律制度体系以及运行机制等全方位分析,对我国政府信息安全问责体系的构建提供参考和借鉴,主要包括提高立法和行政部门贯彻动态治理理念、强化问责对象的针对性、建立信息安全共享及应急支持机制,明确和提高政府权限以及健全信息安全问责保障机制等。

Japan has a more comprehensive design of information security accountability and a sound le-gal system. It has important reference value for the construction of China＇s information security accountability system. This paper examines the history of Japanese government＇s information security accountability system and analyzes its organizational structure, legal system, and operating mechanisms. The research provides reference for the improvement of the government＇s accountability system for information security in China. It mainly includes improving the implementation of the concept of dynamic governance in the legislative and ad-ministrative departments, enhancing the pertinence of accountability objects, establishing information securi-ty sharing and emergency support mechanisms, and clarifying and improving the government permissions, as well as a sound information security accountability mechanism.
