需要为本：残疾人社会工作实践模式研究——基于XM市“携手·共进”残疾人项目的剖析

An Explorative Study on the Practice Mode of Social Work for the Disabled： The Application of Theories of Human Needs

残疾人是中国社会弱势群体中困难最多、问题最突出的群体之一，需要政府和社会给予特殊的支持与帮助。残疾入社会工作从专业层面提升残疾入的福利水平是对残疾人保障及公共服务的补充和深化，有利于推动残疾人事业的发展。本文基于多亚尔和高夫的需要理论，对XM市“携手·共进”残疾人社区服务项目进行考察，总结残疾人的中介需要，制定围绕残疾人需要的服务计划，以满足其需要，使残疾人身体日益康复和获得自主。立足于项目的运作与成效的反思，研究对以需要为本的残疾人社会工作实践模式提出相关建议，以实现残疾入福祉，促进社会和谐发展。

As one of the most vulnerable social groups, people with disabilities in China who need support and assistance from government and the communities nowadays are facing serious difficulties and challenges. Social workers aim to help the disabled people by enhancing their social security and strengthening public services. In this paper, the author attempt to probe the social service project for the disabled people in Xiamen city by adopting Gough and Doyal＇s Theory of Human Needs and evaluate how this project achieves its goals of meeting the needs of the disabled people. This study reveals that the community service project for the disable people entided ＂Hand in Hand＂ in the city help the disabled improve their health status and enhance their sense of self-autonomy. Relevant service suggestions are also discussed in the paper.
