江苏水库管理的经验与思考

Experiences and summary of reservoir management in Jiangsu Province

水库管理历来是防汛和水利工程安全运行工作的重中之重,江苏从制度建设、运行督查、目标考核、能力建设等多方面不断强化水库管理,创立了符合江苏特点的水库大坝安全管理体系,水库管理取得了明显成效。对近年江苏水库管理工作经验进行了总结,对今后水库管理工作开展提出了具体建议,即明确水库各级监管职责,编制水库管理保护规划,建立水库大坝安全年度报告制度,可为国内同行进一步加强和规范水库管理工作提供借鉴。

Reservoir management has long been the top priority for flood control and safe operation of water projects. Jiangsu Province has been continuously strengthening reservoir management in the respects of institutional system, operation inspection, evaluation of target accomplishment and capacity building, and has established a dam safety management system that satisfies the local conditions in Jiangsu Province. Through review of practices in Jiangsu Province in recent years, suggestions are made on reservoir management in the future, including clarifying responsibilities of monitoring and supervision, planning for reservoir management and protection, establishing annual reporting system, so as to provide experiences to other areas for standardizing reservoir management in China.
