中国近代海关档案文献史料价值颇高,有＂近代史资料中的瑰宝＂之称（1）,且数目极大,目前仅我国大陆地区保存的数量就多达20万余卷（册）（2）。海关档案文献的编研和利用工作始于20世纪30年代,到目前为止海内外整理出版的海关档案文献资料选编、汇编已有40余部（3）,极大地促进了相关研究领域的发展。尽管如此,学术界在深入挖掘海关档案文献史料的同时,却鲜少对促生该档案文献的管理制度展开探析。

The Documents and Archives Management System of Chinese Customs Service was scientific. The content of this system included many aspects,such as the unified management system of IG,numbering system,registration system and so on. It fully made the customs documents management from materials to the archives preservation in the entire movement. And it implemented the effective docking between each link. The system was not only effective to enhance the efficiency of customs administration at that time. Now it was also the surviving effective system guarantee of the large number of archives.
