摘要
将项目委托给他方实施的现象普遍存在于社会组织之中,规范委托型项目的管理流程因而成为社会组织项目制治理中的重要内容。本文在借鉴一般项目管理经验的基础上,立足于委托方,提出了以项目立项、项目实施中的控制、项目验收与评估为主要内容的委托型项目管理流程的基本框架,并以中国红十字总会的“红十字博爱家园”项目为例,检视了这一基本流程框架的合理性。文章最后从增强项目设计的科学性、适度引入竞争、加强项目督查、完善项目评估、重视项目信息管理等方面提出了进一步优化社会组织委托型项目管理流程的建议。
Entrusting the rights of project implementation to other bodies has become a general phenomenon in China's social organizations. So how we could standardize the project management process of entrusted projects is an important content in the projects governance system for the entrusting party. Studying from the basis of the management experiences of ordinary projects, this paper proposes a basic management process framework for the entrusted projects, which includes project approval, process control of project implementation, project evaluation, and outcomes acceptance. By studying the case of the "love home" project from the China Red Cross, the practicality of the theoretic framework has been verified. Finally, this paper recommends that social organizations should optimize the man- agement processes of entrusted projects though designing the project rationally, in- troducing moderate competition, applying moderate competition, improving the project supervision, strengthening the project evaluation and paying more attention to information management.
