“去中心化”视野中的国家能力体系建设

The Construction of National Capacity System in the Perspective of Decentralization

随着全球化的纵深发展，民族国家普遍遭遇以族群民族主义的浪潮化和地方政府治理的兴起为主要标志的“去中心化”挑战。就前者而言，族群民族主义浪潮旨在通过张扬族性去削弱民族对国家的认同、破坏国家统一；就后者而言，多层治理格局的出现导致地方政府从幕后走向台前，在利用财政资源、提供公共服务、了解公民需求等方面展现出了中央政府难以企及的优势。分析表明，“去中心化”挑战尚不足以导致“民族国家终结”，通过国家与社会、国家与市场、国家与国际体系关系的协调来进行国家能力体系建设、重构国家中心话语，是实现民族国家自我完善与发展、应对“去中心化”挑战的重要途径。

Along with the development of globalization, the national state faces with challenges of decentralization marked which is the trend of ethnic na- tionalism and the rise of local government governance. As to the former, ethnic na- tionalism weaken the national identity for ethnic groups by acteristic ; the latter, appearance of multi-level governance of local governments from behind the advantage of the central government publicizing pattern lead ethnic-char- s to changes scenes to the stage. It shows the unattainable in the use of financial resources, providing public services, understanding the needs of citizens. The analysis shows that the challenge is not enough to lead to the end of the national state. It is the important direction to realize the self perfection and development of the nation state through the coordination of national and social, market and international systems.
