社会组织发展与国家权力的运作——基于上海市XJY的实证研究

The Development of Social Organization and the Operation of State Power——The Empirical Research Based on XJY

在过去十几年中，社会组织大量涌现，作为国家与市场之外的“第三部门”，在通过“政府购买”形式承接社会公共服务的同时，也获得了国家权力的使用许可。本文通过对一个提供中介服务的社会组织组建、组织架构、业务运作及工作评估四个方面的考察发现，社会组织的发展壮大，在一定程度上弥补了国家治理能力的不足。社会组织在获得一定自主性的同时，也在一定程度上缓和了国家与社会的对立关系。

In the past ten years, China＇s social organizations havebeenestab- lishedlargely, as the ＂third sector＂, outside state and market, which undertake social public services through ＂purchasing＂ form, and has also received permis- sion to use the state power at the same time. In this paper find that make up for the lack of governance capacity, they gain some autonomy, and, to a certain ex- tent, ease the rivalry between state and society, by the d ment form, organization structure, business operation escrip and tion ofthe establish- assessment of the ＂XJY＂ social organization in the four parts of the work.
