PPP模式下养老服务机构供给侧改革路径研究

Research on the Supply-Side Structural Reform of Elderly Care Facilities under PPP Models

我国养老服务机构"空床率高"和"一床难求"的矛盾现象并存,供求结构性错位问题突出,看似"大而全"的养老服务体系面临供需匹配失衡的问题。养老服务机构供求结构失衡表现在资源供给、区域分布、功能结构、人才供求、市场供需等方面。深刻剖析其原因所在,探索将PPP模式的优势嵌入到养老服务机构中,通过强化政策扶植、公私互补共营、吸收社会资本、调结构促发展等路径进行供给侧结构性改革,实现供给和需求的有效平衡。

The phenomenon of ＂great vacancy＂ and ＂a shortage of beds＂ co-exists in the elderly care facilities of China. The structural dislocation of supply and demand is prominent with a serious imbalance between supply and demand in the seemingly ＂large and complete＂ elderly care system. The structural imbalance between the supply and demand of elderly care taeilities is reflected in resources supply, regional distribution, functional structure, talent supply and demand, and market supply and demand. This paper analyzes the causes for this and explores ways to embed the advantages of the PPP models into elderly care taeilities and carry out supply-side structural reforms through strengthening policy support, public and private eomplementarities, absorbing social capital, adjusting the structure and promoting development to achieve an effective balance between supply and demand.
