青岛市专利资助政策实施效果分析

Analysis on the Implementation Effect of Patent Support Policy in Qingdao

专利资助政策是政府鼓励专利发展的政策工具,是实现专利发展目标的重要手段。迄今为止,青岛市共出台过四次专利资助政策,分别形成了四个政策实施期。比较而言,政策的针对性越来越强、政策实施期趋于缩短、资助范围和对象不断扩大。在培养公共专利意识、促进企业自主创新与完善专利管理制度、建立与完善以企业为主体的自主创新体系等方面发挥了极其重要的作用。今后仍需进一步提高专利资助政策的目的性和精准性、调整对专利中介机构资助的内容。

Patent support policy is a governmental policy instrument to encourage patent development, and an important means to realize its patent development goal as well. Up to now, four policy documents have been issued which forms four policy implementation periods. These policies present unique characteristics of more targeted pertinence, shorter implementation period, and wider support scope and objects. It has played an extremely important role in cultivating awareness of public patents, promoting independent innovation of enterprises and perfecting patent management systems, and establishing and improving independent innovation systems based on enterprises. Yet in thefuture, the purposiveness and accuracyof the patent support policy still need to be further improved and the support contents to patent intermediary institution still need to be adjusted.
