摘要
如何高效地应对灾难性事件,如何加强应急管理能力是目前国际上管理界和信息技术界共同关注的焦点问题。文章对救灾物资储备库选址与资源配置问题进行了描述和分析,建立了一个两阶段随机规划模型,并将情景纳入,在灾害发生各种不确定性的情况下,考虑事先存放物资的完好情况和道路通行状况,并结合实例进行求解和分析。
Coping with catastrophic events efficiently and being capable enough of handling emergencies are the recenthot issues in the fields of International Management and Information Technology. This paper, by describing and analyzing the problems of reserve depot and resource allocation to relief supplies, establishes a two-stage stochastic programming model. The model incorporates scenarios with various uncertainties in disaster and provides possible solutions through comprehensively calculating the entire data of the reserve depots and traffic conditions.
