Tripartite Medical System Reform under the New System and Its Realization Path

"三医联动"属于公共治理的命题范围,实质是建立部门之间协同工作机制。联动源于共识,而共识来自沟通。文章分析了新体制下"三医联动"的有利条件,针对新体制下"三医联动"的实现路径,提出要树立大局观念,建立部际沟通协商制度,根据改革需要及时制定细化联动路线图,做好政策的衔接,针对不同改革选项采取不同的联动方式的有关建议。

＂Tripartite medical system reform＂ belongs to the proposition of public governance, and the essence is to establish a cooperative working mechanism between departments. Linkage originates from consensus and consensus comes from communication. The article analyzes the favorable conditions of ＂tripartite medical system reform＂ under the new system. Aiming at the realization path of the ＂tripartite medical system reform＂ under the new system, this paper puts forward some suggestions on establishing the overall situation concept, establishing the inter-ministerial communication and consultation system, doing a good job of policy cohesion, and adopting diff erent linkage modes for diff erent reform options.
