摘要
当前工伤保险管理服务面临机构设置亟待健全、业务流程亟待优化、政策制度亟待创新等问题;要站在全面深化改革、推进治理体系和治理能力现代化的高度,站在促进社会经济发展、推进社会主义市场经济建设的维度,站在从根本上解决工伤保险工作中的深层次矛盾和突出问题的角度来研究和思考工伤保险管理服务体制机制改革问题;要抓住机构改革的历史机遇,健全机构设置和职能配置,坚持问题导向,深入推进"放管服"改革,强化信息系统管理,优化政务服务流程,健全监管手段;发挥中央和地方两个积极性,工伤保险管理服务体制机制改革既要在国家统一部署下实施,也需要地方结合实际创新。
At present, the management services of industrial injury insurance are faced with such problems as the establishment of institutions, the optimization of business processes and the innovation of policies and systems.We should study and consider the management service of industrial injury insurance from the angle of thoroughly deepening reform, promoting the modernization of management system and ability, promoting the development of social economy and the construction of socialist market economy, and solving the deep-seated contradictions and outstanding problems in the work of industrial injury insurance and system reform.We should seize the historical opportunity of institutional reform, improve institutional settings and functional allocation, adhere to the problem-oriented, strengthen information system management, optimize the process of government services, and improve the means of supervision.To give full play to the initiative of the central and local governments, the reform of industrial injury insurance management and service system should be carried out under the uniffed deployment of the state as well as local innovation.
