摘要
从土地制度改革的角度,探讨破解中国农业现代化和新型城乡一体化发展所面临的土地流动性不足以及解决城市化出现的诸多事关生存的新问题的措施。按照系统工程的方法,结合中国国情,就新土地管理法的进一步改革,从土地管理和交易环节提出以土地承包权为核心的"限量限位差别管理制度"的改革措施,以适用广泛、有利于建立全国统一的土地流转交易市场,引导中国农村土地资源逐步进入宽流通的时代,从而使社会人力资源和土地资源得到更好的市场配置。
From the perspective of land system reform, This paper discusses how to solve the shortage of land mobility in Chinaunde原fineds agricultural modernization and the new type of urban-rural integration development and the measures to solve many new prob原lems related to the existence of urbanization. According to the method of system engineering and the national conditions of China, inview of the further reform of the new land management law, this paper puts forward the reform measures of“limited limit and limitdifferential management system”with the land contract right as the core from the aspects of land management and transaction, so thatit can be widely applied. It is beneficial to establisha unified land circulation market and guide the rural land resources in China toenter the era of wide circulation, so that the social human resources and land resources can be better allocated in the market.
