摘要
该文通过回顾我国公立医院管理体制改革历程,分析了公立医院体制改革在各个发展阶段的特点,认为公立医院体制改革中存在着管办不分、政府医院责权不明、责任主体不清晰、管理不集中等问题,并针对这些问题提出管办分开、加强管理运营模式、优化结构、多体制合作、实行绩效评估等相关政策及管理建议。
The paper analyzes the features of the system reform in the public hospital in various development phases by reviewing the reform history of management system in the public hospital, supposes that there are issues such as indistinction of operation body and management body, unclear duties of the government and hospital, unclear responsible body, and noncentral management, and puts forwards the related polices and management suggestions such as distinction of operation body and management body, enhancing the management operation model, optimizing the structure, multi-system cooperation and implementing the performance evaluation.
