我国五保制度对农村失能老人的社会保障作用——基于合肥市农村地区的调查

当前国内农村敬老院基础建设不足,居住、医疗、康复训练等条件较差,农村失能老人的精神赡养缺失问题严峻,面临亲情与社会关爱"双缺失"的局面。完善五保制度,增加保障内容,建立失能分级评定制度,拓展农村养老社会保障筹资渠道,促进农村互助和孝文化观念的增强,是为缓解农村养老危机的可行方案,当然,更多良方佳策还有待进一步发掘。

At present, there are not enough infrastructure in the rural nursing home in China, such as housing, medical treatment, rehabilitation training and so on. The lack of mental support for the rural disabled elders is serious and they face the situation of "double deletion" between family and social care. Perfecting the five guarantees system, increasing the content of security, the establishment of disability grading system, expanding financing channels of the rural old-age social security, strengthening rural mutual aid and the concept of filial piety culture,are feasible solutions which can relieve rural pension crisis, of course, more better measures remain further exploring.
