党的十九大报告对我国社会主要矛盾做出了新的表述。新时代我国社会主要矛盾的历史性转化体现在人民的需要有新内容、政府的政策供给有新变化两个方面。政府购买服务制度需要对社会主要矛盾转化做出积极的回应。服务购买遵循合同治理的原则,制造出网络化治理、开放性服务的幻象,但我国的政府购买服务制度则体现出政府主导、内部化购买等现实景象。为了解决人民群众对于美好生活的期望与服务供给不平衡不充分的矛盾,服务购买制度需要进行明晰责任、转变观念,优化制度设计,提升服务购买制度绩效。

The report of the 19th National Congress of the Party gives a new expression to the principal contra- dictions in our society. The historical transformation of major contradictions in Chinese society in the new age is reflected in the new content of the people＇s needs and the new changes in the government＇s policy supply. The government purchasing service system needs to respond positively to the transformation of major social contradictions. Procurement of services follows the principles of contractual governance, had created the illusion of network governance and open service. However, the government purchasing service system in our country reflects the reality of government-led and internalized purchasing. In order to solve the conflict between the people＇ sex- pectations for a better life and the imbalance in the supply of services. The service purchase system needs to carry on the clear responsibility, changes the idea, thus optimizes the system design, enhances the service purchasing system performance.
