广西壮族自治区分级诊疗存在的问题与对策

Problems and Countermeasures of Classified Diagnosis and Treatment in Guangxi

分级诊疗制度的实施有利于合理利用医疗卫生资源、提升医疗卫生服务效率以及降低医疗卫生费用,缓解人民群众"看病难、看病贵"问题。分析广西壮族自治区分级诊疗制度实施现状,发现存在基层医疗服务能力薄弱、分级诊疗上下联动机制不完善、利益相关者阻扰、群众基层首诊意识不强等问题。应该全面提升基层医疗机构服务能力,加快落实分级诊疗相关配套政策、完善上下联动机制,制定相应的评估标准、加强对各级医疗机构的监督,引导群众合理就医。

The successful implementation of hierarchical diagnosis and treatment system is conducive to rational utilization of medical and health resources, improving the elliciency of medical and health services, reducing medical costs and linally solving the problem that it is dillicult and expensive lor common people to see a doctor. It is found that problems such as weak primary medical service capacity, lacking of the per- feet hierarchical diagnosis and treatment up and down linkage mechanism, the hindrances of stakeholders, the irrational medical habit of the pub- lic through the analysis of the present situation of the implementation of hierarchical diagnosis and treatment system in Guangxi. It is suggested that improve the service ability, develop appropriate evaluation criteria, strengthen supervision of medical institutions at all levels, and train patients with good medical habits.
