随着"全面两孩"政策的实施,计划生育家庭成为空前绝后的一个特殊群体,如何评估计划生育利益导向政策对计划生育家庭发展尤其是农村计生家庭发展的影响,以及实施"全面两孩"政策后如何回应这一特殊群体关切的问题,采取针对性措施,需要政策设计。在分析计划生育利益导向作用机理基础上,利用国家卫生计生委2014年中国计划生育家庭发展追踪调查数据,采用多元线性回归、倾向值得分匹配等,实证分析了计划生育利益导向政策对农村计生家庭发展的微观影响。研究结果表明,计划生育利益导向政策的实施对整个农村计生家庭的生活水平即恩格尔系数效果并不显著。提出了如何提升农村计生家庭发展能力,以及在"全面两孩"政策背景下计划生育利益导向政策需要进行调整和完善的相关建议。
