摘要
当代公共行政从本质上来说是围绕男性化的特征进行构建的,社会性别差异、传统价值观念和西方二元对立的思维模式,导致公共行政中的女性面临着三重"性别困境"——"职位困境"、"领导困境"和"价值困境"。从女性主义角度对这三种"性别困境"进行解构,能够发现当前公共行政中不合理性别机制的存在有其深层次的原因,打破性别困境也需多方面的努力,应从转换价值理念、培育组织文化、重建专业形象、细化政策法律等四个方面对公共行政进行重塑,以帮助公共部门中的女性摆脱"性别困境"。
Contemporary public administration was essentially established according to masculine features.As a result of gender differences,traditional value conception and Western thinking model of dualism,women of public administration are exposed to three gender dilemmas:professional dilemma,leadership dilemma and value dilemma.Through deconstructing these three gender dilemmas from the viewpoint of feminism,it can be found that the unreasonable gender mechanism in modern public administration has deeper reasons.Multilevel of efforts are required to break through gender dilemmas.To be specific,remodeling public administration from the four aspects as changing value conception,cultivating organizational culture,resetting professional image and refining policies and laws can be practical for getting women in public sectors off gender dilemmas.
