农地发展权补偿中农户受偿意愿与影响因素研究——以河南省农业型限制开发区为例

Farmers' willingness to accept the farmland development rights compensation and the factors influencing the development zones that limited to agriculture

农业型限制开发区的农地只能用于农业生产用途,不能大规模向工业、建设用地等非农用途转变,区域农户以牺牲农地发展权价值为代价保护了农地资源,应给予经济补偿。文中基于河南省农业型限制开发区农户调查微观数据,运用支付卡式(PC)条件价值法(CVM)考察了农地发展权补偿中农户的受偿意愿,并采取右端截取(Right censored)模型分析了受偿意愿的影响因素及边际效应。结果发现:在305份有效样本中,有287个受访农户回答愿意接受农地发展权补偿,受偿意愿集中在800-1000元/(人·年),受偿意愿均值为930元/(人·年)。年龄、家庭人数和家庭上年度总收入等方面的异质性对农户受偿意愿的影响显著;农户迁移倾向是影响受偿意愿的重要因素;农地综合状况会对受偿意愿产生潜在影响。文中为农地发展权补偿标准的确定和补偿机制的设计提供了数据支持和决策参考。

Farmland in restricted development zones can only be used for agricultural production,which can＇t be transformed to industrial and building production. In order to protect the security of agricultural land resources at the expense of farmland development rights,the farmers should be compensated. Based on the micro-data questionnaires of household in agricultural restricted development zones in Henan Province,we examined the willingness to accept of farmers by using the methods of payment card（ PC） valuation method（ CVM）,by using the right censored（ Right censored） model. We also analyzed the factors influencing the willingness to accept. The results showed that in the 305 valid samples,287 respondents were willing to accept the farmland development rights compensation,willingness was mainly between 800-1000 Yuan per capita/year; the average willingness to accept was 930 yuan per capita/year. The heterogeneity of age,family number and family annual income had significant impacts on farmers＇ willingness to accept. Farmers＇ migration tendency was an important factor affecting willingness to accept,and the comprehensive situation of farmland had a potential impact on the willingness to accept. This article provides data support and decision-making reference for the compensation standard and the compensation mechanism of land development rights.
