摘要
研究生教育质量保障关涉政府、市场、学术三类主体,三类主体的价值取向分别指向公平、效益、自由,差异明显。政府与市场主体间存在公平与效益抉择的矛盾,市场和学术主体间有市场标准抑或学术标准的矛盾;学术和政府主体间存在自主和控制的矛盾。政府、市场、学术三者之间既有向心力也有离心力,达成了充满张力的三角制衡形态。
The quality assurance of postgraduate education involves three types of subjects:the government,the market and the academic.Their value orientations focus on fairness,efficiency and freedom respectively,with significant difference.The contradiction between the government and the market lies in fairness and efficiency;the contradiction between the market and the academic lies in market standards and academic standards;the contradiction between the academic and the government lies in autonomy and control.There are both centripetal and centrifugal forces between the government,the market and academics,forming the tension-filled triangular checks and balances.
