科研计划管理是科研计划的编制、执行、调整、考核的全过程。在计划管理诸多要素中,计划考核无疑是计划得以实现的最重要的手段。基于这一出发点,结合科研项目计划管理的实际,提出一种典型计划完成率计算方法,构建了该方法的计算模型,并详细论述了该方法的实施细则,这对科研项目的计划管理工作有一定的指导意义。

Research Program management is the whole process of research program's preparation, implementation, adjustment and assessment. In many of the elements of the management plan, program evaluation is the most important means of management implementation plan. This paper combines with research program management and proposes a calculation method based on a typical program completion rate. It constructs the model of the calculation method, and discusses the implementation rules of the calculation method in detail, which would provide some guidance for the program management work in the research project.
