他治与自治互动下村民自治基本单元的变迁以及启示

Change of Self-governance Unit and its Enlightenment from the Perspective of Heteronomy and Autonomy Interaction

针对当前村民自治困境,多个地方政府探索通过重构'村民自治单元'推进自治有效运转。本文从国家权力(他治)和社会自治权(自治)关系出发,考察我国不同历史时期自治单元变化及其与国家权力介入的关系。国家官僚体系管理能力和国家治理的目标取向共同决定了基层自治空间和自治单元的形成。取消农业税后,基层治理出现国家官僚体系管理能力充分发展、国家治理目标转为内向型的新条件,村民自治单元的新探索是他治与自治有效互动的良好开端。

In order to solve the problem of village self-governance,several local governments explore to enhance its effectiveness by re-construct the'village self-governance unit'.This article investigates the relations between the changes of self-governance unit and intervention of state power through the interactions between the state power and social autonomy.The management capacity of state’s bureaucratic system and its governance objective decide the formation of self-governance unit.After the abolishment of agricultural tax,conditions for local governance has changed because of the improvement of objective of governance,management capacity of bureaucratic system and the change to local-oriented governance objective.The exploration of self-governance unit is a positive beginning for the effective interaction between state power and social autonomy.
