兴起、遇冷与回暖:村民代表会议的变迁研究——基于山东省招远市石棚村的调查

Rise,Frustration and Rebound: the changes of the villagers’ representatives meeting——A Study on the Shipeng Village in Zhaoyuan City,of Shandong Province

村民代表会议是'村委会'与村民之间的桥梁,村民代表代表村民参与村庄的民主决策、民主管理、民主监督过程。山东省招远市石棚村村民代表会议作为中国村民代表会议的起源,始于治理之困,历经村民自发组织、两委提名代表、回归海选民主三个阶段,从产生到演化再逐步走向完善,确立了规范的组织和决策程序,保持着良好的运行状态。它以一种间接民主的形式,采取自下而上的海选机制与双层意见过滤的决策机制,在村庄中体现着公平与效率的调谐,为村庄的发展注入了持久的活力。

The Villagers’Representative Assemblies(VRA)is between the'villagers’committee'and villagers,on behalf of the villagers to participate in the village’s democratic decision-making,democratic management,democratic supervision process.As the origin of the Chinese VRA,Shipeng village’s VRA was born out of the governance predicament,has gone through three stages of democracy,likes villagers’spontaneous organization,nomination of representatives of the village committee and the back of audition democracy.It also has changed from production to evolution and gradually to perfection.Now it has established a standardized organization and decision-making procedures,maintaining a good running state.In the form of indirect democracy,it takes a bottom-up audition mechanism and decision-making mechanism with double-filtered views.It embodies the coordination of fairness and efficiency,injecting lasting vitality into the development of the village.
