地方政府治理现代化的内涵、挑战及走向——以资源型地区为例

The connotation,challenge and trend of the modernization of local government governance—Taking resource-based areas as an example

党的十八届三中全会提出了'完善和发展中国特色社会主义制度,推进国家治理体系和治理能力现代化'的全面深化改革总目标,地方是国家治理目标的实施载体和平台,地方政府治理的有效性又是实现国家治理目标的关键因素。因此,要推进国家治理现代化,必须推进地方政府治理现代化。文章以资源型地区为例,在描述资源型地区地方治理现代化的目标及要求的基础之上,分析了资源型地区地方政府治理现代化面临的挑战,提出了资源型地区地方政府治理现代化的基本走向。

The Party’s the third Plenary Session of the 18 th CPC Central Committee proposed the comprehensive overall goal of deepening reform that'the improvement and development of Chinese socialist system promote the national governance systems and governance capacity modernization.'The locality is the carrier and platform for the implementation of the national governance objectives,the effectiveness of the local government governance is the key factor to achieve the goal of national governance.Therefore,we must promote the modernization of the local government governance to promote the modernization of national governance.The paper takes resource-based areas as an example and analyzes the resource type area of local government governance modernization challenge based on the description of the objectives and requirements of local governance modernization of resource-based regions.At last it puts forward the basic trend of the modernization of local government governance of the resource-based areas.
