社员能力对农民合作社规范化的影响——基于湖北省农民合作社示范社的调查

The Impact of Member Abilityon Farmer Cooperatives Standardization:Based on the survey of Demonstration Cooperatives in Hubei Province

社员异质性是引致合作社非规范化运行的内部根源,通过社员能力建设可以使合作社在增进社员同质性基础上达到规范化运行。依据以'能力'为核心的新人力资本理论,构建社员能力对合作社规范化的影响路径,以优化政府支持合作社制度、推进合作社规范化建设。255家湖北省级农民示范社数据分析显示:社员管理能力对产权关系、组织管理、经营服务规范化均有显著正向影响,而对利润分配规范化的影响不显著;合作能力对产权关系、利润分配、组织管理、经营服务规范化的影响效应依次降低,且综合影响效应最强;创新能力对合作社规范化的影响不显著。现阶段应重视社员整体尤其普通社员的能力建设,构建基于社员能力的合作社新人力资本支持机制;找准培育社员能力的侧重点,优化合作社人力资本支持机制。

Member heterogeneity is the internal root cause lead to cooperatives non-standardization,and member ability building can make cooperatives achieve standardization based on member homogeneity.This article constructs the path of how member ability affects cooperatives standardization according to the new human capital theory with'ability'as the core to optimize the system of government support and promote the construction of cooperatives standardization.The results from 255 farmer demonstration cooperatives in Hubei province show that:1)management ability has significantly positive impact on property relations,organizational management,and business services,but profit distribution is not significant;2)the impact of teamwork ability on property relations,profit distribution,organizational management,and business services are successively reduced,and the comprehensive effect is the strongest;3)creativity ability has no effect on cooperatives standardization.At this stage,we should attach importance to the ability building of all members,especially ordinary members to construct cooperatives new human capital support mechanism based on member ability,and identifying the focus of cultivating member ability to optimize cooperatives human capital support mechanism.
