改进两部定价法在经营性高速公路中的应用

Study on the Application of the Improving Two-part Pricing Methods in Expressway

科学合理制定经营性高速公路收费标准，对于促进高速公路事业持续发展和经济社会平稳运行具有重要意义。本文以经营性高速公路收费标准制定中的定价成本监审结果为基础，同时兼顾经营性高速公路合理投资回报率和社会承受能力，建立了基于定价成本与合理投资回报率的两部定价改进模型，提出经营性高速公路收费标准制定过程主要由确定定价成本、确定合理投资回报率下收费标准和确定费率标准上限值3个步骤构成，最后以云南省为例验证了该模型的可操作性。研究成果为政府价格部门以及行业主管单位制定经营性高速公路收费标准提供参考。

It is very important to establish toll standard rationally to promote the sustainable development of the expressway and the economy. Based on the pricing cost supervision and examination results in the process of setting up the toll standard of expressway, taking account of the rate of return on reasonable investment of investors in the expressway and social capacity, this paper established an improved two-part pricing model, and put forward the process of setting up a three-steps expressway toll standard, which includes the cost price, toll standard of a reasonable rate of return on investment and upper limit of rate standard. Finally it verified the feasibility of the model by taking Yunnan Province as an example. The research results can be a reference for the pricing-related government and expressway supervisers to formulate the expressway toll standards.
